Eligible non-governmental organizations are entities covered by a separate statutory authority. The following are examples of non-governmental organizations that have separate statutory authority to use GSA sources, subject to certain conditions:
- Howard University (see 20 U.S.C. § 130)
- Mixed-Ownership Government Corporations, such as the Federal Deposit Insurance Corporation (FDIC) (see 40 U.S.C. § 502(a))
- Certain Non-appropriated Fund Activities (see 41 CFR § 101-26.000)
- Qualified Nonprofit Agencies for the Blind under the AbilityOne program (see 40 U.S.C. § 502(b))
- Qualified Nonprofit Agencies for Other Severely Disabled under the AbilityOne program (see 40 U.S.C. § 502(b))

Conditions:
Entities authorized under 40 U.S.C. § 502(b) can only use GSA sources when providing a commodity or service to the federal government under 41 U.S.C. Chapter 85.
